Officials with the International Olympic Committee are even asking the Japanese to spend less. In part so their budget does not scare future bidding and host cities.

But it might be too late. Rome, Hamburg, and Budapest already withdrew their bids in large part to the potential cost of hosting the games.

Paris and Los Angeles have kept their bids and remain the likely hosts of the Olympics in 2024 and 2028.
